Robot police drones could put disabled cops back on the beat

President Barack Obama continues to lead Mitt Romney in a new round of polls released Friday. The president maintains leads in a few key states, and for the first time this week, Obama is ahead in both major national tracking polls. With the debates coming up next week, Romney is about to get his best chance to turn the race around soon.

Textbooks Create Debt

The promise that was made by Baby Boomers to Generations X and Y, flatly stating ?College Degrees=Good-Paying Careers?, is no longer valid. This is evidenced by the stubborn unemployment rate, the Occupy?movements and continuing legislation which is aimed at reducing the repayment obligations of students for the first few years out of college (e.g. Higher Education Opportunity Act; College Cost Reduction and Access Act).

According to the?National Center for Education Statistics?approximately 39% of all undergraduates were receiving financial aid in the form of student loans in 2008.? The average amount received in the academic year 2007-2008 was $9,100.? Approximately 47% of all undergrads were receiving some form of aid in 2007-2008, the average amount being $6,600.? (Note: this does not include loans which parents take out on behalf of students.)

Taking a look at costs, it is easy to see where a large chunk of that borrowed money is going ??textbooks.? The average cost of a textbook varies depending on year-published and subject-matter.? The median range of annual textbook costs are reported in numerous sources as being $700-$1,100, including the 2008 Washington Post?special report?entitled "Break on Cost of Textbooks Unlikely Before Last Bell".? Some quick number crunching: $4,000 = total textbook cost over undergraduate years; 7% = student loan interest; 5 years=repayment period.

Estimating these numbers a student would have to pay $81.30/month for 5 years to simply pay for his or her textbooks.??This does not even touch on the actual cost of education yet.

My research into McGraw-Hill and Pearson, utilizing search results of Amazon.com, Barnesandnoble.com, McGraw-Hill's and Pearson's Course Catalogs (2011), produced similar results, depending on your major.? Below is the average cost of a textbook.? The same textbooks were used across all three services (Amazon.com, Barnes and Noble and the retail price):

Science (Data)?

  • Barnes and Noble (online): $155.05?
  • Retail price (reported by Barnes and Noble online): $177.44

Mathematics (Data)?

  • Barnes and Noble (online): $149.23?
  • Retail price (reported by Barnes and Noble online): $165.10?

Humanities (Data)?

  • Barnes and Noble: $79.30?
  • Retail price (reported by Barnes and Noble online): $92.28?

Please keep in mind that my numbers reflect new textbooks only.? If you are lucky enough to snag used textbooks before they are sold out, or if you are lucky enough to have a professor who does not constantly insist on the newest version available, then costs would be lower. Reducing textbook costs would make a remarkable difference to a student who needs financial aid.? Many options exist: renting textbooks, used books, e-textbooks and some even consider not buying the textbook an option.? It is time to use these options keeping the student in mind.? Textbooks do create more debt -- but they don't have to.?

Mars Curiosity rover snaps crescent moon Phobos in pale, Martian sky

The Curiosity rover's latest Mars photo captured the planet's largest Martian moon, Phobos, during a Martian evening, revealing the satellite as a faint crescent moon.

NASA's Mars rover Curiosity has been doing more than just driving around the Red Planet and taking pictures of rocks. It's been doing a bit of Martian moon-gazing too.

The?Curiosity rover's latest Mars photo?captured the planet's largest Martian moon, Phobos, during a Martian evening, revealing the satellite as a faint crescent moon.

"Moon Over Mars: I snapped a pic of one of Mars' moons, Phobos, in the twilight sky over Gale crater," NASA's Curiosity team announced on the mission's Twitter page @MarsCuriosity, writing as the rover itself, on Wednesday (Sept. 26) ? the same day Curiosity made its longest drive yet.

The photo shows Phobos as a faint white crescent that almost blends in with the Martian sky. A black blemish also appears in the image, but is merely the result of a bad pixel in the image data, rover officials said.

"When you send images from 179 million miles away, stuff happens," they added via Twitter.?

The new photo of Phobos is Curiosity's latest view of Martian moons from the surface of the Red Planet. Earlier this month, Curiosity snapped photos of Phobos as it crossed part of the sun, creating a partial?solar eclipse on Mars.

Mars has two moons, Phobos and Deimos, both of which are much smaller than Earth's moon. Phobos is about 14 miles wide (22 kilometers), making it the largest Martian satellite. Deimos is about 9.3 miles across (15 km) at its largest point and is farther from Mars than Phobos.?

The Curiosity rover's Phobos photos are just part of the science work the car-size robot has been performing on Mars. The rover landed inside the planet's vast Gale Crater on Aug. 5 and is currently driving toward its first science destination, a location called Glenelg.

On Wednesday, Curiosity drove 160 feet (48.9 meters) closer to Glenelg, marking its longest single drive of its mission so far. To date, the rover has covered about a quarter-mile (416 meters) on Mars.

NASA's?Mars rover Curiosity?is expected to spend at least two years exploring Gale Crater to determine if the region could have ever supported microbial life. Mission scientists plan to drive the rover up a 3-mile (5-km) mountain ? Mount Sharp ?that rises from the crater's center.

NASA will hold a press conference today at 2 p.m. EDT (1800 GMT) today to update the media and public on Curiosity's progress on Mars. You can watch the press conference?live on SPACE.com here.

TSA pays mom $3.99 for seized peanut butter

By Bob Sullivan

When Stephanie Lambert packed peanut butter and jelly to keep her two small children happy on a cross-country flight in June, she didn't mean to pick a fight with the Transportation Security Administration. But after a long security line argument, and the confiscation of the peanut butter (but not the jelly), she felt she had no choice.??

Courtesy Stephanie Lambert

Stephanie Lambert got $3.99 from the U.S. Treasury after TSA agents seized her child's peanut butter at an airport checkpoint.

Then, after churning through the four-page ?SF-95 Tort Claim Package forms,? she got something else she never expected: a $3.99 refund from the U.S. Treasury Department.

Lambert was traveling with her husband, a 6-month-old and a 2-year-old on an ungodly early flight in June, and arrived at the airport about 5 a.m. She was flying from Los Angeles to Pittsburgh, and she needed the usual bag of distractions and food to keep her kids -- and other passengers -- sane during the trip. But, she says, her efforts to ensure a smooth flight were foiled when a TSA agent with a bad attitude singled out her family for additional screening. After the usual pat-downs and questions, discussion centered on the jar of peanut butter.?

"He just really fixated on the peanut butter and a jar of apple sauce I had," she said.? "I keep saying, 'It's not a liquid; it's pureed apples,' but we go went around and around.? He also screened my husband multiple times. I asked to speak to the terminal manager, but he never arrived. ... We were there 30 minutes."

Eventually, the screener let the apple sauce (and the jelly) go, but he drew the line on the peanut butter.

"I said, ?Fine.? I left the peanut butter, but I took down names," she said. "The screener was asking for my all my details, so I figured I'd ask for his."

When the family arrived in Pittsburgh, Lambert asked a TSA screener on her way out about peanut butter -- Was it considered a liquid or not? -- and got a vague answer. So when she got home, she turned to the Internet and the found the SF-95 Tort Claim Package forms. Generally, they're filled out by fliers who think the TSA lost something valuable while screening bags, such as laptop computers. But Lambert was after satisfaction, and she didn't see why she couldn't make a claim for the cost of her seized peanut butter.

"At the airport, my husband kept saying, 'Would you just let go of the peanut butter? We're going to miss the plane.' But these things really fire me up," Lambert said. "So when I said, 'Honey, I'm going to file a claim,' he wasn't surprised."

Lambert is a rare consumer who was in a perfect position to file such a claim. For starters, she had the original receipt from Whole Foods showing the price she paid for the spread.?

Who keeps receipts for peanut butter?? Lambert explained that she started her family during the recession, and from the start has carefully watched her money. She saves receipts from every purchase, enters everything into a spreadsheet and tracks every expense. She also has a binder, where she records refunds, returns, rebates and any other correspondence that involves money.

"I fill out forms and keep track of them all the time, so this was easy for me," she said. "I'm responsible for the family finances. If it takes me months, it takes me months. I'm very firm when companies owe me money."

She had another motivation behind her ferocity regarding the confiscated peanut butter, however.

"When they first put in the liquid (security) rules on flights, a screening agent took a $7 lip gloss I had just purchased. Then, the very next day, they changed the rules and lip gloss was allowed. I was furious," she said. "I remember the TSA agent actually took a basketball shot with my lip gloss into the trash bins as I went through security. I'm still mad about that, and I was thinking, 'This is not happening again.'"

On her complaint form, Lambert said TSA agents unnecessarily screened her husband twice, and removed everything from her carry-on bags during the 30-minute ordeal.

"At the time I was carrying my 6-month-old and trying to keep my 2-year-old calm," she wrote. "(The agent's) behavior was completely unwarranted."

She submitted the claim on June 19.? To her surprise, she received a letter dated Aug. 24 from TSA that read: "Your claim against the United States in the amount of $3.99 has been granted in full." On Sept. 14, the "refund" was electronically deposited into her bank account.

Naturally, Lambert wasn't really after the money. She says she was trying to make a point.

"I think people really do need to fight for themselves," she said. "In this case, the peanut butter was important to me. I was thinking, 'Hey, I need that. If I have a crisis with a child on a five-hour flight this peanut butter may help me.? I wasn?t hopping to Phoenix, I was flying across country and there?s no food on the flight for children."

As it turns out, the TSA website does list peanut butter as a banned liquid/gel, if carried onto a plane in containers exceeding 3.4 ounces. Jellies, jams and "creamy dips and spreads" are also banned in bigger portions. There are some exceptions for mothers traveling with infants, however, involving breast milk, juice, baby food and other liquids and gels, which muddies the discussion considerably.

Part of the problem, Lambert says, is that the rules seem to vary from airport to airport, and even from agent to agent.

"I think it depends on how well the information goes down the chain," she said.?

Lambert said she spoke via telephone with a TSA representative as she was filling out her tort claim and thought the agent was very pleasant and competent. The agent even promised to review security tape to see if the incident required follow up. That conversation, and her refund, actually leaves her with more good than bad feelings about the TSA. The problem, she said, is that most of the trouble for passengers occurs on the front lines, in the chaos of someone rushing to make a flight with agents who sometimes are too eager to exert their power.

TSA spokesman David A. Castelveter told NBC News that peanut butter jars in excess of 3.4 ounces are generally not permissable as carry-on items, but that screeners can exercise "common-sense discretion." Exceptions generally involve medical needs, he said.?

He also pointed to a press release about TSA agents in Los Angeles who stopped suspects allegedly trying to sneak marijuana onto an airplane?in a modified jar of peanut butter last year.

The agency has no readily available statistics on tort claims, Castelveter said, but added that Lambert's peanut butter refund claim was "the first time I'd ever heard of something like that."

The Los Angeles Times investigated tort claims against TSA last year, and found that 1,702 claims were made against the agency by passengers traveling through Los Angeles International Airport from 2007 through 2010.? Most claims involved items that were damaged or disappeared from checked baggage. The average damage claim was $1,437, but most were denied.? Roughly 13 percent of those who claimed the loss of a laptop computer were granted relief, but less than 1 percent of those saying they lost or damaged digital camera were reimbursed.

RED TAPE WRESTLING TIPS

One key to having successful dialogs with TSA agents at checkpoints is time; passengers rushing to make a flight have no time to make their case. In Lambert's situation, she had time to put up a fight because, ironically, her husband is a frequent traveler and the family qualified for express screening.??

If you feel like the TSA has wrongly confiscated an item from you at a checkpoint, you can obtain the necessary forms at this page.

Note that if the TSA denies a claim, it can only be appealed by filing a lawsuit in federal court. By law, small claims courts have no jurisdiction over TSA cases.

Strategies On How To Get A Good Deal In Commercial Real Estate ...

Commercial real estate is an easy market to break into, assuming you are savvy. Learn some basic information before attempting to buy property. Read this article to find out more about common tricks and mistakes you should avoid to become a successful investor.

Always remain calm and patient when dealing with the commercial real estate market. Do not invest into anything before thinking carefully. Going too fast could result in a loss that you could have seen coming had you stopped, researched, analyzed, evaluated, and cross-checked the potential with your desired goals. Be prepared to wait as much as a year for a suitable property to come available in your area.

Before you start out on your search for the perfect commercial property, you should be fully attuned to the specifics of your business needs. Make sure you have an idea of the type of office space that you want to work in. If you want to grow your company, buy a larger space than you think you need. This can save money later.

TIP! See to it that the price that you ask for in real estate is realistic. Many different factors can influence the real worth of your property.

Smaller Issues

If you are writing a letter of intent, take it easy. Go for agreements on the bigger problems at first, then get to the smaller issues later in the negotiations. You can make all your negotiations less tense, so you can agree on any of the smaller issues first.

You should consult with a tax expert prior to purchasing anything. Not only can your tax adviser help you determine the total cost of your potential investment, but he can provide you information about the taxes on your investment and advise you about deductions you may be entitled to. By taking your adviser?s advice, you may be able to find a location where the taxes are less.

TIP! Find out how the firm that you are thinking of working with measure results. Ask how the space needed is determined as well as the criteria they look for and their negotiation methods.

Look around at the general environment around the building. It?s up to you to clean up any damage or environmental waste associated with your property. Do you want to buy property in a area that is prone to flooding? That may not be the wisest choice. Certain agencies are available in most areas that will provide substantial information regarding the local environment, its conditions, weather patterns, and any concerns you should have as a real estate owner.

When considering an investment, one should consider the possible consequences of economic inflation within the next decade. Investors in the past were protected by a clause that was built into any agreement that adjusted for inflation using Consumer Price Index comparisons. Today, this practice is all but extinct, leaving you more vulnerable to losses caused by inflation.

Commercial transactions are more complex, involved, and time-consuming than actually buying a home. Understand, however, that the intensity and duration of the process is necessary to achieve the higher return on your investment.

TIP! If you desire commercial property for rental purposes, locate buildings that are simply yet solidly constructed. A well-built building will attract tenants quickly because tenants want a property that is solid.

Be aware that with a freshly written lease, tactics and rent considerations will be crucial to your investment?s future. You need to calculate how much income you need to allocate to your bills, and then how much profit you?ll want on top of that, before you start the search for a tenant. This will give you a foundation for meeting the goals that you set for yourself and your investment.

Commercial Real Estate

You need plenty of info before you begin your commercial real estate adventure. Hopefully this article has provided you with some of the information you will need in order to become a successful, global commercial real estate

TIP! When you are buying commercial real estate, find some opportunities that will let you buy a bigger building. Managing a slightly larger unit does really take that much more work, and doing so actually increases your profit on a per unit basis.

Pope's ex-butler goes on trial for leaked papers

VATICAN CITY (AP) ? There was a time when a Vatican trial could end with a heretic being burned at the stake. Paolo Gabriele doesn't risk nearly as dire a fate, but he and the Holy See face a very public airing over the gravest security breach in the Vatican's recent history following the theft and leaking of the pope's personal papers.

Gabriele, the pope's once-trusted butler, goes on trial Saturday, accused of stealing the pope's documents and passing them off to a journalist ? a sensational, Hollywood-like scandal that exposed power struggles, intrigue and allegations of corruption in the highest levels of the Catholic Church.

Gabriele is charged with aggravated theft and faces up to four years in prison if convicted by the three-judge Vatican tribunal. He has already confessed and asked to be pardoned by the pope ? something most Vatican watchers say is a given if he is convicted ? making the trial almost a formality.

It's the most high-profile case to come to the Vatican tribunal since its creation with the 1929 birth of the Vatican city state. The only other one that comes close was aborted before it began: the 1998 killing of the Swiss Guard commander and his wife allegedly by a disgruntled subordinate never came about because the suspect committed suicide.

To be sure, trials are nothing new at the Vatican: In 2011 alone, 640 civil cases and 226 penal cases were processed by the Vatican's judiciary, though only a handful actually came to trial. And that's not counting the marriage annulments, clerical sex abuse cases and other church law matters that come before the Vatican's ecclesial courts.

Yet this case will cast an unusually bright spotlight on the Vatican's legal system, which is based on the 19th-century Italian criminal code, and the rather unique situation in which the pope is essentially the victim and supreme judge in this case.

The Vatican is an elective absolute monarchy, with the pope having full executive, legislative and judicial authority. He delegates that power through executive appointments, legislative commissions and tribunals.

But he can intervene to stop a trial from starting, can pardon someone once convicted and the sentence is issued in his name. Giovanni Giacobbe, the Vatican's appeals court prosecutor, insisted that despite the pope's authority, Vatican judges are wholly independent.

"The judges have never received pressure to decide in one direction or another," he told reporters at a Vatican briefing Thursday. "The pope can't tell the tribunal what to do."

Gabriele was arrested May 24 after Vatican police found what prosecutors called an "enormous" stash of documents from the pope's desk in his Vatican City apartment. Many of those documents appeared in the book "His Holiness: Pope Benedict XVI's secret papers," by Gianluigi Nuzzi, an Italian journalist whose earlier book on the Vatican bank caused a sensation.

Gabriele later confessed to passing the documents off to Nuzzi, hoping to expose what he considered the "evil and corruption" in the church, according to prosecutors. They described Gabriele as a devout but misguided would-be whistle-blower who believed the Holy Spirit had inspired him to protect and inform the pope about the problems around him.

"I was sure that a shock, even a media one, would have been healthy to bring the Church back on the right track," prosecutors quoted Gabriele as saying during a June interrogation.

Gabriele is being tried along with a co-defendant, Claudio Sciarpelletti, a computer expert in the Secretariat of State who is charged with aiding and abetting Gabriele.

While the Vatican legal system will be on display during the trial, so too will be the peculiarities of the Vatican city state itself, the world's smallest sovereign state. Gabriele is both a Vatican citizen and resident of a Vatican City apartment (one of 595 citizens of whom 247 are residents). So the pope is not only Gabriele's former boss, he is also his landlord, his spiritual head as the leader of the Roman Catholic Church and his head of state, not to mention the authority who appointed the prosecutor and the three lay judges who will hear Gabriele's case and decide by a majority if he is guilty.

When it was first published in May, "His Holiness" became the most-talked-about book in Italy and the Vatican, 273 pages of secrets about one of the most secretive institutions in the world. It included letters from a Vatican official detailing corruption in the awarding of Vatican contracts, finger-pointing about who was to blame for leaking accusations about homosexual liaisons, and the like.

None of the documents threatened the papacy. Most were of interest only to Italians, as they concerned relations between Italy and the Vatican and a few local scandals and personalities. But their very existence and the fact that they were taken from the pope's own desk provoked an unprecedented reaction from the Vatican, with the pope naming a commission of cardinals to investigate alongside the Vatican magistrates.

Clerics have since lamented how the episode shattered the trust and discretion that characterize day-to-day life in the Vatican, with bishops now questioning whether to send confidential information to the pope for fear it may end up on the front page of a newspaper.

Journalist Nuzzi, for his part, remains calm despite his role as the other key protagonist in the case.

"The only thing I can say is that I strongly hope that the trial will unveil the motives and convictions that compelled Paolo Gabriele to bring to light documents and events described in the book," he told The Associated Press this week.

Gabriele, a 46-year-old father of three, is being represented by attorney Cristiana Arru after his childhood friend, Carlo Fusco, quit as his lead attorney last month over differences in defense strategy.

The Vatican had said the trial would be open to the public, though access is limited and no cameras or audio is allowed. Eight journalists will attend each session and brief the Vatican press corps afterward.

There is no indication how long the trial will last, how many witnesses will be called or what Gabriele's defense will be given that he has, according to prosecutors, confessed to taking the documents.

Giacobbe noted that in the Vatican legal system, a confession is not enough to convict and that it must correspond with the other evidence uncovered during the investigation.

Prosecutors did order a psychiatric evaluation and determined that Gabriele was conscious of his actions, although they quoted the psychiatrists as saying he was unsuited for his job, was easily manipulated and suffered from "a grave psychological unease characterized by restlessness, tension, anger and frustrations."

Despite the peculiarities of the Vatican's legal system and the pope's absolute authority over all things legislative, executive and judicial, at least one outside authority has deemed it credible and fair: A federal judge in New York last year dismissed a lawsuit against the Vatican concerning rights to reproduce images from the Vatican library, ruling that the plaintiffs failed to show they couldn't get a fair hearing in the Vatican courts.

There has been no such vote of confidence for the Vatican's onetime Congregation for the Holy Roman and Universal Inquisition, the commission created in 1542 that functioned as a tribunal to root out heresy, punish crimes against the faith and name Inquisitors for the church.

One of its more famous victims was Giordano Bruno, burned in Rome in 1600 after being tried for heresy.

4 high schoolers held over alleged sexual hazing

By NBC News staff and wire reports

LOS ANGELES -- Four Los Angeles-area high school students have been arrested in an investigation into complaints that varsity soccer players sexually abused younger team members in hazing rituals that victims said were conducted with the complicity of a coach.

The Los Angeles County Sheriff's Department opened an investigation at the request of the school district after a parent of one boy who claimed to have been harassed by teammates came forward to lodge a complaint, school officials said.

In a statement on the Hacienda La Puente Unified School District's website, its superintendent Barbara Nakaoka said she shared people's "shock and sadness."

"Our school community faces the tragic allegation that student-to-student hazing was taking place between members of a sports team at La Puente High School. The allegations are deeply concerning, and they have understandably caused tremendous anxiety and anger among students and parents," she said.

Comparisons to Penn State 'unfounded'
Nakaoka said the media had been "aggressively covering the story" amid comparisons with events at Penn State, where assistant football coach Jerry?Sandusky abused boys both on and off campus. In June, Sandusky was convicted of 45 offenses.

"I cannot allow this comparison to go unchallenged; if I were to let these unfounded comments go unchecked, then I would be indirectly telling students that their voices are not heard," she said.

A statement issued on Monday by the sheriff's department special victims bureau said more than 70 students at La Puente High School have been interviewed about allegations of hazing, and that four were arrested and released to the custody of their parents.

"The hazing incidents have gone on for several years and may have risen to the level of a crime," sheriff's Sergeant Al Fraijo said.

"At this point, there is no information to indicate that any member of faculty or coaching staff were directly involved," he added.

Sandusky victim sues Penn State for 'shameful' handling of complaints

But a lawyer representing the families of four boys who claim they were victimized said the hazing and assaults were carried out by team members against younger fellow players "at the behest and encouragement" of a coach.

The attorney, Brian Claypool, said the coach "lured young boys to a back room to facilitate varsity members of the team sexually assaulting the boys by attempting to sodomize them with a foreign object."

The attorney representing the four alleged hazing victims has now hired a clinical psychologist to help them cope with what they say is sexual assault, NBCLosAngeles.com reported.

"This is not hazing, this is a sexual assault. These boys when I saw them were in serious trauma. I did a suicide assessment on one of them," psychologist Michelle Golland said according to NBCLosAngeles.com, adding that the alleged victims were going through something akin to post-traumatic stress disorder.

"PTSD untreated will go into serious anxiety, serious depression. All of the families involved, they all need therapy as well, because they are in this vortex of trauma," Golland said.

One of the alleged victims, named as "John," told the Dr. Drew Show on cable channel HLN that six or seven people had thrown him to the floor and were "beating on me" in one incident.

Florida A&M University suspends dance group amid new hazing probe

The Los Angeles Times and other media reported on Tuesday that a coach, who has not been identified, has been placed on administrative leave.

Claypool also said the hazing occurred next to a coach's office, and that "the school knew or should have known that these horrific acts were being carried out on school grounds."

Texas mother furious that male vice principal spanked her daughter

He accused school officials of "attempting to cover up the ongoing hazing incidents," and said he planned to file suit against the high school and the Hacienda La Puente Unified School District.?

alexburke You are in between paths just like you said.
I see the paths being basically EVEN but one has a higher cost.
The one with higher cost gets you there faster, but not always a wise
choice because the other doesn't take you much longer and there NO
NEED to rush anything. Eventually everything comes at the end of the path
there's say a "package" waiting. Both paths give the same package.
its how your choosing the decision of what route to take.

My advise is go with the PATH or ROUTE that is a little longer.
Who cares right.. your eventually get there. Its all about

Law Abiding Citizen - Shop Online

Clyde Shelton (Gerard Butler) is an upstanding family man whose wife and daughter are brutally murdered during a home invasion. When the killers are caught, Nick Rice (Jamie Foxx), a hotshot young Philadelphia prosecutor, is assigned to the case. Over his objections, Nick is forced by his boss to offer one of the suspects a light sentence in exchange for testifying against his accomplice. Fast forward ten years. The man who got away with murder is found dead and Clyde Shelton admits his guilt. Then he issues a warning to Nick: Either fix the flawed justice system, or key players in the trial will die. Soon Shelton follows through on his threats, orchestrating from his jail cell a string of spectacularly diabolical assassinations that can be neither predicted nor prevented. Only Nick can stop the killing and finds himself in a desperate race against time facing a deadly adversary who seems always to be one step ahead. The legal thriller meets the serial-killer shocker in Law Abiding Citizen. The story begins when home invaders kill Clyde Shelton?s wife and daughter. The bereaved father (played by a thoroughly unsympathetic Gerard Butler) looks to slick Philly prosecutor Nick Rice (a low-key Jamie Foxx) to see that they receive the maximum sentence. Instead, the murderer, Ames, testifies against his accomplice, Darby, who gets the chair, while he gets 10 years. Upon his release, Ames? mutilated body turns up in an abandoned warehouse, and all roads lead to Shelton. Rice attempts to defend him, but his client makes it impossible?Shelton wants to go to prison?so he does time, but then members of Rice?s legal team start to die. The attorney suspects Shelton, but can?t connect him to the crimes, so he races against the clock to save the lives of his assistant, Sarah (Leslie Bibb), D.A. Jonas (Bruce McGill), and his own wife and child. The movie may sound like a Yank reboot of the Japanese chiller Cure, in which an inmate kills from inside institutional walls, but plays more like a mash-up between The Silence of the Lambs, without the psychological complexity, and The Devil?s Advocate, without the cynical giggles. F. Gary Gray got his start with hip-hop videos and urban action flicks, like Set It Off, until he hit the big time with his remake of The Italian Job. Law Abiding Citizen is a disappointing muddle from a director who?s done better in the past and will surely do better in the future. ?Kathleen C. Fennessy

Death of Libyan rebel raises calls for vengeance

(AP) ? One of the young Libyan rebels credited with capturing Moammar Gadhafi in a drainage ditch nearly a year ago died Tuesday of injuries after being kidnapped, beaten and slashed by the late dictator's supporters ? the latest victim of persistent violence and instability in the North African country.

The death of Omran Shaaban, who had been hospitalized in France, raised the prospect of even more violence and score-settling, with the newly elected National Congress authorizing police and the army to use force if necessary to apprehend those who abducted the 22-year-old and three companions in July near the town of Bani Walid.

Libya is battling lingering pockets of support for the old regime, and its government has been unable to rein in armed militias in a country rife with weapons. Earlier this month, a demonstration at the U.S. Consulate in the eastern city of Benghazi turned violent, killing four Americans, including the U.S. ambassador.

Shaaban was praised as a "dutiful martyr" by the National Congress, although his family says he never received a promised reward of 1 million Libyan dinars ($800,000) for capturing Gadhafi on Oct. 20, 2011, in the former leader's hometown of Sirte. The eccentric dictator was killed later that day by revolutionary fighters.

The Libyan government said it would honor Shaaban with a funeral befitting a hero. His body was greeted at the airport in his hometown of Misrata by more than 10,000 people for a procession to a soccer stadium for funeral prayers.

Photos on social media websites showed a wooden coffin with a glass window that revealed Shaaban's face, with white gauze covering his head.

In the capital of Tripoli, several hundred protesters gathered outside the headquarters of the National Congress to demand that the government avenge Shaaban's death.

Shaaban's family said that he and three friends had been en route home to the western city of Misrata from a vacation in July when they were attacked by gunmen in an area called el-Shimekh near Bani Walid.

Shaaban and his friends, who like many Libyans were armed, fired back, the family said.

Two bullets hit Shaaban, and he was paralyzed from the waist down, his relatives said. The men were captured by militiamen from Bani Walid, a town of about 100,000 people that remains a stronghold of Gadhafi loyalists and is isolated from the rest of Libya.

President Mohammed el-Megarif visited Bani Walid this month and secured the release of Shaaban and two of his companions. A fourth is still being held.

When Shaaban was finally brought home, he was "skin and bones" ? still paralyzed, frail and slipping in and out of consciousness, according to his brother, Abdullah Shaaban.

"It was clear he was beaten a lot," Abdullah Shaaban said. "His entire chest was sliced with razors. His face had changed. It wasn't my brother that I knew."

Omran Shaaban later was flown to France for medical treatment.

Shaaban, the second youngest in a family of nine children, was a member of Libya Shield, a loose coalition of the country's largest militias relied on by the Defense Ministry.

Khalifa al-Zawawi, the former head of Misrata's local council, said the government reneged on paying the reward to Shaaban.

Abdullah Shaaban said his brother did not mind, saying he considered capturing Gadhafi to be his national duty.

Libya's president released a statement Tuesday vowing that those responsible for the violence against Omran Shaaban would be punished.

But apprehending and disarming the militants in Bani Walid are among the most daunting tasks facing the government. The town is heavily armed with rocket-propelled grenades, automatic weapons and artillery left over from last year's civil war.

Residents of Bani Walid say that pictures of Gadhafi are displayed during weddings and youths play his speeches on their cars' stereos. Students refrain from singing Libya's new national anthem and teachers refuse to follow the revised curriculum.

Bani Walid fighters were blamed for many of the sniper attacks, shelling, rapes and other violence against the city of Misrata during the civil war, and there were new calls Tuesday from residents of Misrata for vengeance against Bani Walid.

Shaaban's eldest brother, Walid, insists there will be justice for the family, regardless of whether the government is the one to administer it.

"I plan to pursue his rights legally and join if there is a military incursion. We are going to death, God willing," Walid Shaaban said.

Family friend Abu-Shaala echoed that sentiment.

"If the government does not go in, we are going in," he said. "We are all patient. But our patience has limits."

Computer Glitch Delays Cargo Ship's Undocking from Space Station

An unmanned European cargo ship as large as a double-decker bus inside will have to wait a bit longer before leaving the International Space Station due to computer problems, NASA officials say.

The robotic Automated Transfer Vehicle 3 (ATV-3) spacecraft was slated to undock from the space station Tuesday evening (Sept. 25), but a technical glitch with a laptop computer inside the station prevented to orbital departure. The two spacecraft were scheduled to part ways at 6:35 p.m. EDT (2235 GMT).

"We're not undocking today, that's been canceled," a flight controller in Mission Control told the station's three-person crew. ?

The computer glitch apparently interrupted signals from a laptop computer inside the station that serves as a command panel for the departing ATV-3 spacecraft. The computer is inside the Russian-built Zvezda module, the rear-most module that serves as the docking port for ATV spacecraft and visiting Russian spacecraft. [Photos: Europe's Robotic ATV Spaceships]

Station commander Sunita Williams of NASA told Mission Control that commands sent from the laptop apparently were not reaching the ATV spacecraft. Engineers are expected to meet early Wednesday to discuss the malfunction and determine when the next undocking attempt can be made, NASA officials said.

The space station's current Expedition 34 crew includes Williams, Japanese astronaut Akihiko Hoshide and Russian cosmonaut Yuri Malenchenko.

The ATV-3 spacecraft, which is also known as Edoardo Almadi in honor of the late Italian physicist of the same name, is the third unmanned cargo ship built by the European Space Agency to send food, water, science gear and other supplies to the International Space Station. The spacecraft launched to the station in late March and delivered 7.2 tons of food to the orbiting lab.

The cylindrical ATV spacecraft are 32 feet long (10 meters) and nearly 15 feet wide (4.5 m). They are disposable spacecraft designed to fly themselves to the space station, and then be jettisoned at mission's end to burn up in Earth's atmosphere somewhere over the Pacific Ocean. The European Space Agency commands the spacecraft from a mission control center in Toulouse, France.

The fourth ATV mission will launch the ATV-4 Albert Einstein to the station in April 2013. ?

Europe's ATV vehicles are part of a robotic spaceship fleet that regularly haul supplies to the space station. Russia's unmanned Progress vehicles and Japan's H-2 Transfer Vehicles ?have also made delivery flights to the station. NASA has contracted the private spaceflight companies SpaceX, of Hawthorne, Calif., and Orbital Sciences Corp., of Dulles, Va., to build unmanned cargo ships for station deliveries.

SpaceX performed the first test flight to the station using its Dragon cargo ship in May and is expected to launch the first official delivery flight to the orbiting lab on Oct. 7. SpaceX has a $1.6 billion contract with NASA to provide 12 Dragon delivery flights. Orbital Sciences has a $1.9 billion contract with NASA for eight delivery missions using its Cygnus spacecraft.

How to Design Your Very Own Rooftop Garden | The World Matters

Rooftop gardens may be purely decorative or cultivated for useful purposes like growing all kinds of fruits, herbs and vegetables. Roof gardens prove to be quite beneficial in providing a beautiful landscape which automatically helps to raise the value of your home. They are effective yet low-maintenance methods for eliminating water run offs.

Green roofing is in many ways like any other home improvement project. You need to come up with a plan, taking into account all the necessary conditions for the structure as well your personal needs and climatic conditions. Begin with the process of structural assessment.

Structural Evaluation

A qualified engineer, skilled in dealing with structures or architecture, should be consulted during this method. You need to know what steps to take to support your roof so that it is able to hold more weight than in the beginning, or how much it can hold at the moment, before you start setting up plants over your present roof or fixing a brand new form of a roof over it. Carrying out a structural assessment helps you with your decision of choosing a particular variety of rooftop garden.

Selection Process

The majority of buildings of a suburban nature are suitable for growing a rooftop garden. The primary reason for this is because of the fact that green roofs meant for residential buildings are usually very light, although nearly each roof that is to be changed into a green one needs to be supported through some means so that it is able to hold the extra bit of weight. When designing your own sprawling rooftop garden, make sure you do it in such a way that it can manage the overall load you wind up proceeding with.

You can also opt for another type of green roof, known as an intensive roof, where an assortment of diverse plant categories with separate planting depths is present. Large scale renovations need to be performed on existing roofs if you wish to develop an intensive roof. So be sure to take all kinds of factors into consideration as you are likely to rack up a huge bill, unless the roof has already been remodeled.

Selecting the type of plants you want to grow in your rooftop garden is fairly easy if you happen to be aware of your climatic zone. Intensive roofing usually suits most plant types due to the benefit of dissimilar planting depths while extensive roofing is more popular with specific kinds of plants like succulents. A landscape architect or your local nursery might be able to provide some valuable advice.

Plant Layout

Coming up with the main landscape plan is really fun. The process will be made easier if you have extensive roofing. Be sure to position your plants in a way that the design does not appear patchy. Alternate between hibernating and blooming plants. Group your plants according to different parameters such as functions, planting depths, properties. Ensure that your rooftop garden looks beautiful but still meets the requirements of each plant.

Cuba?s prenatal program improves low birth weights

ScienceDaily (Sep. 24, 2012) ? Comprehensive prenatal care can decrease the rate of low birth weights, according to a study led by Dr. Yasmin Neggers, a University of Alabama researcher and professor of human nutrition and hospitality management.

Neggers and her colleague, Dr. Kristi Crowe, UA assistant professor of nutrition, traveled to Havana, Cuba during February 2012 to conduct research on the relationship between comprehensive prenatal care and rate of low birth weight in this developing country.

Low birth weight, or LBW, -- less than five and a half pounds at birth -- is a significant factor affecting neonatal mortality and predictor of newborn health.

Neggers, whose main research focus is nutrition during pregnancy, was intrigued by Cuba's low rate of LBW.

"Cuba, being a third-world, developing country, has a LBW rate that is half that of Alabama. It was kind of surprising."

She and Crowe, assistant professor of nutrition, looked at the factors that are usually linked to low birth weight such as smoking, gaining weight during pregnancy and alcohol intake.

All of those factors were not in Cuba's favor.

"All the typical risk factors that cause low birth rate are better in the United States and Alabama," Neggers said. "So, we looked at prenatal care, the care before and during pregnancy, and there was the difference. Prenatal care in Cuba is so much better than typical U.S. care, especially compared to Alabama."

Pregnant women in Cuba are provided free prenatal visits to their doctors very frequently, get adequate and regular screenings and health checks, including vitamin and mineral supplements, and get the proper remedies if something is amiss.

"Here, especially in poor and rural counties, prenatal care is often infrequent, and only half of the women get adequate prenatal care. Some just go to the emergency room to have the baby -- they never have any prenatal care."

Working with faculty at the University of Havana and the Cuban Institute of Nutrition and Hygiene, Neggers and Crowe are developing a proposal for further research.

UK: Petition to end discriminatory Sharia court system - Secular ...

UK: Petition to end discriminatory Sharia court system

We, the undersigned, support the Arbitration and Mediation (Equality) Bill introduced to the House of Lords in 2011, which aims to tackle discriminatory practices, particularly against women and children, in arbitration and mediation carried out in the UK via Sharia courts. We call on the Government to take immediate action, support the passing of the Bill and defend equality for all before the law.

Why this is important

The Arbitration and Mediation Services (Equality) Bill introduced into the House of Lords by Baroness Caroline Cox in 2011 aims to tackle the discrimination faced by Muslim women within the Sharia court system.

The Bill, which applies to all arbitration tribunals, will firmly outlaw the practice of giving women?s testimony half the weight of men?s.

The Bill?s proposals include:

  • a new criminal offence of? ?falsely claiming legal jurisdiction?? for any person who adjudicates upon matters which ought to be decided by criminal or family courts.
  • Explicitly stating in legislation that sex discrimination law applies directly to arbitration tribunal proceedings. Discriminatory rulings may be struck down under the Bill.
  • Requiring public bodies to inform women that they have fewer legal rights if their marriage is unrecognised by English law.
  • Explicitly stating on the face of legislation that arbitration tribunals may not deal with matters of family law (such as legally recognised divorce or custody of children) or criminal law (such as domestic violence).
  • Making it easier for a civil court to set aside a consent order if a mediation settlement agreement or other agreement was reached under duress.
  • Explicitly stating on the face of legislation that a victim of domestic abuse is a witness to an offence and therefore should be expressly protected from witness intimidation.

PlayLater

It's a simple yet compelling proposition: You've got Netflix and Hulu accounts that let you watch shows on your desktop or laptop PC, but what if you want to take those to a smaller screen like your phone or tablet, or to a larger screen like your HDTV? And what if one of the devices doesn't have an Internet connection, like when you're on a plane? To the rescue comes PlayLater, a follow-on app and service from the folks who brought us PlayOn, a streaming server. The service and software costs $24.99 a year or $49.99 for a lifetime license. Though PlayLater lives up to this billing, using it is not as instantaneous a process as we've become used to in our media consumption, and there are simpler alternatives.

Setup/Signup
You get started with PlayLater by downloading the Windows software?sorry Mac fans, there's no Mac OS X version at present. When you run the installer program, it actually downloads and installs PlayOn first, since PlayLater relies on PlayOn functions. PlayOn lets you stream video from your PC to a device such as an Xbox, Roku , or iOS tablet. The installer adds icons for both apps to the system tray from which you can show the app's main windows. I had to allow PlayLater access through my Windows firewall before it would work.

Interface
When you start PlayLater, its main window shows a grid of 46 video sources, such as Netflix, HBO Go, PBS, and pretty much every TV provider that has a Web streaming site. But there's a big one missing?YouTube?and you can't simply add any website with video content you like. There is a "plug-in" feature, but the link to information on this offered no help. The simple interface has but four buttons across the top?Guide (which shows the same network grid), My Recordings, Settings, and Help.

Recording Shows
Naturally, you have to log in to the video site you want to use. I chose Netflix, which showed a long button saying "Please set Netflix login in PlayOn Sett?" Pressing this button didn't open the settings, but when I clicked the main Settings button, and then chose the Channels tab, I saw the option for Netflix login, along with those for the rest of the 46 content providers. A Test button let me check whether my login was working.

When I tried Netflix, I could browse genres, new arrivals, and my instant queue, but my "Suggestions for you" picks could not be found. Even without logging into Hulu, I could browse genres, see new arrivals, see show and episode listings, and actually start recording them. I clicked on the M.A.N.T.I.S. entry, and then Full Episodes. From here, I downloaded a show episode, and I could also add more shows to my download queue. To my relief, the show didn't have to be playing on my PC to download it: the download happened in the background, though it did take nearly as long as watching the show would have.

Downloading my 45-minute test show took 37 minutes on a reasonably fast cable network, and the resulting file weighed in at 740MB?so not the most efficient codec is used: A half hour show can look fine with 250MB in some formats. After this, its status in My Recordings changed to Recording, so there's more to it than just downloading. This step took another 17 minutes and ballooned the file to 965MB.
