Cut absenteeism: Keep cold germs at bay ? Business Management ...

sick businessman?Oh, it?s no big deal, it?s just a cold.? How many times have you heard an employee casually dismiss an illness like this? As a manager, it?s imperative that you inform employees of how easily common infectious bugs such as colds and influenza (flu) spread from one person to another.

Remind your workforce of the steps they can take to minimize the chances of catching and spreading cold, flu and other germs around the workplace.

  1. Wash your hands. Wash your hands with soap for at least 20 seconds. If you don?t have ready access to a washroom, use an alcohol-based hand sanitizer. It?s not as effective as hand washing, but it?s better than nothing. ?
  2. Keep your hands off your face. Avoid touching your eyes, nose or mouth, which enables germs to directly enter your body and set up shop in your respiratory or digestive system. ?
  3. Cover up. Cover your mouth and nose with a tissue when coughing or sneezing, and then trash the tissue immediately. If a tissue isn?t available, cough/sneeze into your upper sleeve, rather than your hands, says the CDC (Centers for Disease Control).
  4. Keep your area clean. Most office cleaning companies or custodial staff don?t touch employees? desks and computers. So it?s up to you to wipe the germs off your desk, phone, mouse and keyboard, not to mention remove the crumbs that get lodged between the keys. ??? ?
  5. Beware of communal areas. According to the CDC, some germs can live for two hours or more on surfaces. Think about how often the Copy button on the copier is used. And don?t forget door handles. Tip: Use hand sanitizer immediately after touching these and other commonly touched spots around the workplace.
  6. Stay away. The fewer people you come into contact with, the less chance you have of catching something. Certainly, avoid close contact with people who are obviously sick. Tip: If you?re the one who?s sick, stay home to prevent spreading your germs everywhere.

Improving play: Council OK with upgrades at golf course

The Rowlett Golf Advisory Board is always looking for ways to improve the Waterview Golf Course. Last year the committee made several recommendations that have since been implemented. The changes were made to improve the playability of the course.

The advisory board, represented by Larry Glick, presented five recommended changes to the city council for 2013 during its regular work session on Tuesday, Dec. 18.

We are changing the golf course to hopefully make it a destination course, Glick said.

The changes presented by Glick were to enclose the pavilion area of the clubhouse, add a pond on hole No. 2, modify the tee boxes on hole No. 18, add additional trees and to repair settled sprinkler trenches throughout the course.

These projects are great. We need to do what we can do to get it done. We could keep our golf course normal or make it exceptional. I think this city deserves exceptional, said Todd Gottel, Rowlett Mayor.

The city council was in agreement that enclosing the clubhouse pavilion would be a huge benefit to the course and a positive thing for the community.

Its really a beautiful site as you sit in the clubhouse, Glick said.

Glick said the pond on hole No. 2 was something the advisory committee suggested last year but decided against pursuing it due to drought restrictions that were in place at the time. The drought restrictions have since been lifted so the board brought the recommendation back to the council.

They know how to do it its just a matter of getting it done, Glick said.

The change to the tee box on hole No. 18 was recommended to ensure the safety of homeowners in the area. By moving the tee box it will aim the golf balls further to the left and away from the homes located to the right of the hole.

Brian Funderburk, assistant city manager, said the city staff was in agreement that all of the changes would improve the course but believed repairing the sprinkler trenches should be done by American Golf as part of the citys maintenance agreement.

If its in the contract then they need to fix this, said Lynda Humble, city manager.

Funderburk said he is meeting with American Golf at the course on Friday to discuss the issue.

There is expected to be approximately $200,000 available from golf course revenue to fund the projects.

It was a little over a year ago that high-flying?Facebook gaming giant?Zynga was firing up "Mafia Wars 2"???the sequel to its?hit mobster game???along with a string of other?new games for Facebook and mobile devices.

Times were good. But here, on the cusp of 2013, those times are no more for the?beleaguered?game company. Over the course of the last few days, Zynga has shut down not only "Mafia Wars 2" but its long-running pet-simulation?game "PetVille." The company has also closed down and pulled from app stores nine other games.

As?TechCrunch first reported, the closures???part of an attempt on Zynga's part to restructure and thus?pull itself out of a business tailspin???are as follows:?

Zynga CEO?Marc Pincus originally?announced in October that 13 games in total would be shuttered and 5 percent of the full-time staff cut?as part of??drastic?cost-saving measures needed to bring the company back in line. These moves come after a very bad year in which Zynga?has seen its share price tank, has been accused of insider trading?and?has been sued by gaming giant Electronic Arts?for allegedly copying its gameplay.

As it announced closures of its various games via?Facebook,?Zynga tried to encourage players to pick up one of its other games instead,?offering them?free credits in games like "ChefVille, "Farmville 2" and the original "Mafia Wars" game, all of?which are all still operating.

Still, news of the game?closures was met with anger and sadness and?seemed to hit players of?"PetVille" the hardest. "PetVille" tasked its players?with creating and then caring for their very own virtual pets ??virtual pets that are all?now gone.

"Goodbye to all my friends and a sad farewell to my pet Bailley???I'll miss you all," wrote PetVille player?Jan Brandner Heier?on the game's Facebook page.

"I loved my bbunny now i will never get to see her again it is not fair at all," wrote PetVille player Vick Lawson.

"Please don't remove PetVille," begged player Cynthia Diaz. "I been playing for 4 yrs. and I'm going to miss my pet Jaime....WHY DO YOU WANT TO KILL MY PET???"

"PetVille" player Judith Baur was especially?devastated?by the game's closure. "My Autistic son and I had played Petville together for two years," she wrote. "It was something we could do together, and made us very happy. I wish you 'people' could have seen the streams of tears running down both our faces as we played our last session. We even?took photographs. I guess money trumps everything!!"

CHICAGO (CBS) ? 25-year old Katie Widmar was diagnosed with Hodgkins Lymphoma when she was 19. She says when she was going through chemotherapy, she said there was one thing she couldn?t live without.

?I would get so cold, everything hurt my skin because of the chemo, I wouldn?t go anywhere without my blanket.?

So she and her mother founded ?Covers of Comfort? which provides blankets to adult cancer patients in Chicago and in Iowa where the Widmars are from.

?We do Northwestern, University of Iowa Hospitals, Iowa Methodist in Des Moines and the two hospitals in Dubuque.?

Now six years cancer free, Widmar says the ?Covers of Comfort? program makes all the difference for her and so many others.

?When you?re in the hospital as an adult, you are many times alone. We wanted to give them something that this there?s because there is nothing really out there for them. Every adult needs a blankie when you?re sick,? added Widmar.

The blankets are made and donated by friends, neighbors, and businesses.

The Widmars gave out 300-500 blankets just this year.

?You can?t go through something like this and see the outpouring of love and caring from people and not do something to pay it forward.?

Choctaw family devastated in Miss. SUV wreck

(AP) ? The Mississippi Band of Choctaw Indians was dealing Sunday with the devastating loss of five young siblings and an adult killed when their SUV plunged into a rain-swollen creek.

Neshoba County Sheriff Tommy Waddell said the victims appear to have drowned after their Dodge Durango left a county road 20 miles southeast of Philadelphia just after midnight Saturday.

"It's always sad to hear of the death of a tribal member, but today our tribe experienced a great tragedy with the loss of six beautiful Choctaw souls. I cannot begin to imagine what the friends, relatives and loved ones are feeling," Tribal Chief Phyliss J. Anderson said in a statement.

Deputy County Coroner Marshall Prince identified the five children who died as 9-year-old Dasyanna John, 8-year-old Duane John, 7-year-old Bobby John, 4-year-old Quinton John, and 18-month-old Kekaimeas John. Family friend Diane Chickaway, 37, also died. The sheriff said all were members of the Mississippi Band of Choctaw Indians and lived in the Pearl River community east of Philadelphia, where the tribe operates a large casino complex.

The father of the children, Dewayne John, escaped the vehicle and remains hospitalized for hypothermia and water inhalation. The children's mother, Deanna Jim, and Chickaway's husband, Dale Chickaway, also survived. The group was traveling to Conehatta, another Choctaw community, with Dewayne John driving. Waddell said he has been tested to see if he was under the influence of alcohol, though he said official results aren't in. If officials decide to file charges, Waddell said they probably wouldn't act until Wednesday.

It appears none of the nine occupants of the vehicle were wearing seat belts or were in child restraints, the sheriff said.

The crash happened on County Road 107, in a rural area near the Neshoba-Newton county line. Heavy rains have hit the area in recent days, raising the water level of what Waddell described as a normally small creek. The SUV ran off the left side of the road into the creek near the Kitchner community.

The sheriff said it wasn't raining and there was no ice on the road. "This accident is not weather-related at all," he said.

Divers from the Philadelphia fire department had to be called to find the submerged vehicle. Prince said the vehicle was pulled from the water after 3 a.m. Besides the 30 emergency workers, about 20 Choctaw tribal members gathered at the site, he said.

"It looked like he has just run off the road and went into the water," Prince said. "It was deep and swift. The vehicle was completely submerged."

Waddell said the bodies have been sent to Jackson for autopsies. The Mississippi Highway Patrol will reconstruct the accident starting Sunday to learn more.

Tribal spokeswoman Misty Dreifuss said funeral arrangements would likely be made Sunday and the children were expected to be buried together. Dreifuss said word of the deaths spread quickly through the 10,000-member tribe and that members "definitely have been hit pretty hard."

Waddell said that he can't recall a deadlier accident in the county in his 26 years of law enforcement.

Vigil marks 2 weeks since Conn. school massacre

NEWTOWN, Conn. (AP) ? Religious leaders from different faiths gathered Friday on a wind-swept, snowy soccer field to mark two weeks since the Connecticut elementary school massacre and pray for healing.

A few dozen residents joined representatives from Roman Catholic, Episcopal, Methodist, Congregational, Buddhist, Muslim and other places of worship.

"Your faith leaders want you to know that we continue to stand with you as we all continue to deal with this great tragedy that has befallen our beloved community of Newtown," said the Rev. Jack Tanner, of Newtown Christian Church. "It is only the beginning of a long healing process that we will all go through."

A gunman shot his way into Sandy Hook Elementary School on Dec. 14 and killed 20 first-grade students and six adult staff members. He also killed his mother before going on the school rampage and then committing suicide.

"We are your children, your hurting children from many faiths, many traditions, many cultures, from many parts of the Earth," said the Rev. Leo McIlrath, of the Lutheran Home of Southbury. "We cry out to you. We are in pain and we ask for your healing."

Vicky Truitt, who works at Newtown Congregational Church, said she had been feeling worn down before the service.

"Today it was helpful, the prayers that they gave, to hear all the different denominations all together as one," Truitt said. "Even the ones where you didn't understand the words, you could understand the feeling that was behind them."

The outpouring of grief from around the country is evident in Sandy Hook, a section of Newtown where memorials are filled with stuffed animals, flowers, candles and crosses. Tiny Christmas stockings with the names and ages of the victims hang from one memorial, and signs from South Carolina and Florida offer love and prayers.

Patti Raddock, of Fairfield, Conn., was among many out-of-towners in Newtown to pay their respects. She said the tragedy made her feel ill.

"It's still unfathomable," she said. "I don't know how we could have stopped this kind of craziness."

Ouya releases SDK for $99 game console, shows off developer ...

Now that Ouya is shipping the first developer kits?of its upcoming $99 Android-based video game console, the company has opened a software developer portal, launched a software developer kit, and shown off an early preview of the user interface.

The Ouya team has also posted an unboxing video, giving us a good look at the first developer consoles.

What we?re looking at isn?t the finished hardware. While the developer kits have the same basic specs as the units that will ship to customers in April (including an NVIDIA Tegra 3 quad-core processor, 1GB of RAM, and 8GB of storage), these special edition models have clear plastic cases.

That means you can see the guts of the Ouya game console without even opening it up ? and the same goes for the 2 wireless controllers that come with the kits.

Unfortunately the game controllers are still works in progress, and the team is still working out some of the kinks.

The developer kits also include microUSB ports that let you connect the system to a computer for Android programming and debugging. It?s not clear if the final product will have that port ? but one of the key goals of the Ouya project is to create an open platform, so I can?t see why the consumer device would ship without a microUSB port.

Meanwhile, folks interested in developing games for the Ouya who haven?t been able to snag one of the limited edition developer kits can check out the Developer Portal for details on coding for the Ouya using off-the-shelf hardware to test their games.

The Ouya is available for pre-order for $99 plus shipping, and it?s expected to ship in April, 2013.

Genie Backup Manager Home Edition is a long-established consumer-level backup program that has always impressed me with its clarity, power, and well-chosen range of genuinely useful features. The previous version won our Editors' Choice award, and the latest one comes tantalizingly close to winning it again. The only thing that holds it back is its inability to create a bootable rescue disk on a USB flash drive. It still creates bootable rescue disks only on optical disks, and the era when virtually every computer had an optical drive is over. If you can lie with this one minor limitation, then Genie Backup Manager is a fast, efficient, and beautifully designed application for saving and restoring data.

Interface and Options
Genie Backup Manager's main menu is elegant and informative, with big buttons leading to wizards that perform Backup, Restore, and Disaster Recovery. (The Disaster Recovery wizard creates an emergency recovery disk that you can boot from when disaster strikes.) The Backup wizard lets you create and optionally reuse backup jobs. You create these jobs in a simple interface that lets you choose a backup location either on a local disk, including optical and USB disks, or a network disk, or an FTP location, with fully up-to-date support for secure FTP if needed.

You can choose to backup items from your Windows user "profile," which means that you can select documents from your Documents folder, or media files, or Outlook data files, Windows settings and registry data, and much else. You can also choose specific folders, disks, or Windows-specific locations such as your Libraries and shared folders in a HomeGroup.

Further options let you save your backups in ZIP format or with all files readily accessible. One especially useful feature lets you create archives in the form of executable programs that you can run on computers that don't have Genie Backup Manager installed. This feature reflects the very real possibility that you won't have your backup software available when you need to restore your data in a hurry, or that you sometimes need to restore your backups on someone else's computer.

Backing Up
Genie offers you the standard choice of full or incremental backups, with an option to make your backups "mirror" the source folders, so that files that you delete on the source will also be deleted from the backup. This is a valuable backup type that works in a similar way to file synching services like Dropbox, but it should only be used with the understanding that it won't let you recover deleted files. You can also schedule backups in an intuitive and flexible way. When you've created a backup job, you can modify or reuse it by selecting it from a list in the Backup wizard. You can also modify existing jobs from the app's main menu.

If you choose this program for the non-experts in your family, you can switch to an even simpler interface that offers only the option to create and run a Backup job, or to Restore files. But if you want to use your expertise, you can click unobtrusive "More settings" buttons in the wizard interface and set up e-mail notifications of backup jobs or only of errors and other expert-level features.

Performance
Genie Backup Manager wasn't as speedy as Acronis or NTI, taking 2 minutes 45 seconds to backup an 800 MB folder to a USB3 drive?almost twice the time as Acronis?but speed isn't the most crucial factor in backups. What matters most is reliability and ease of use, because if a backup program isn't easy to use, you're not likely to use it.

I like Genie Backup Manager a lot, and if it could only create emergency boot media on a flash drive, I would happily promote it to share our backup software Editors' Choice with Acronis Backup and Recovery.

What Debris From North Korea's Rocket Launch Shows

To be honest, if the resources of the US were treated in the same way that NK treats it's own people, we'd probably be setting up a colony on Mars right now.

Most of the reason we are not on Mars right now is that people compare the costs of doing that with maintaining standard of living. In NK, there is no health care debate. Everyone there gets free health care, to a maximum of a band aid and a Kim Jong Un lollipop when they have cancer. In essence, you'd almost be better off living on the streets in the US than to be an NK peasant most days.

However, yes, their prestige project of rocket science is moving along, and it will eventually progress. That's what happens when a country focuses itself, even imperfectly, on a narrow set of goals, and treats everything else at a bare minimum level. That focus is part arrogance of their elite class, and partly a need for Kim Jong Un to shore up his power base by keeping his military happy with him.

You could do the same thing in the US too. I assure you, if you did only the minimum you needed to hold down your job, and instead lived in cheap rat infested tenements and ate ramen noodles for your one daily meal, despite the fact that you make more than enough to live in a nice home, you could have a decent nest egg built up. People in the US used to go live in houses they build out of sod so that they could get their hands on some land and make something of themselves. That doesn't mean that I am suggesting that we all sell our houses and go live in shacks to afford good health care, for instance, but a lot of people don't realize that we do actually have a lot of resources at our disposal even if they are limited. It is what we do with those limited resources which makes the difference.

North Korea has chosen its space program over its people, and the space program is progressing because of it.

Financial Oversight Lessons - Knight Foundation

As a private foundation that achieves its mission using tax-exempt funds, the Knight Foundation must ensure that grantees appropriately spend funds to produce public benefit. This financial oversight responsibility led Knight to develop and launch the Grant Expenditure Monitoring (GEM) program in 2006 in partnership with accounting firm KPMG.

The GEM program plays a crucial role in maintaining compliance and accountability by supporting a series of financial reviews with Knight grantees. While the overwhelming majority of financial reviews conducted with grantees have indicated that projects were proceeding as planned and found no financial irregularities, a handful of reviews have turned up significant financial issues that prompted us to take corrective actions. Though the GEM was originally conceived as purely a financial review, the process has also provided opportunities for Knight staff and grantees to collaborate more closely. The program has been a key resource for program staff by bringing KPMG?s high level of business expertise to the complex operational issues that grantees face. Meanwhile, reviews have helped grantees identify ways to strengthen their capacities and operations. To examine the impact of the GEM and improve its ongoing effectiveness, we commissioned a pair of assessments in 2011 which analyzed the design of the program from an accounting perspective and gathered feedback from grantees and staff. The assessments affirmed the value of the GEM program but also led us to make some key adjustments to the program.

This report outlines the lessons we have learned about financial oversight from managing the GEM program, and it provides guidance and helpful tools to support others interested in the program. The report contains our latest thinking, and discusses some of the ongoing adjustments we are making to the program based on key findings. We hope that other funders?especially trustees and staff in finance and governance positions?will find this guide useful as they monitor and advance the work of their own grant partners.

I installed some speed reading apps and tested them. I?ve so far notices a few ?categories? or groups of equals:

  • One kind exists mostly from showing a text word by word in the middle of the screen. Showing each word a very short time and so you can read at a high wpm because you never need to move your eyes.
  • Another kind is merely a speed reading article disguised as app.
  • Another kind is no speed reading app but just a reading app with a fancy name.
  • Yet another kind is training in the form of news/actually.
  • And the last kind is a training app, not for your own stuff but purely for training.

I only tested them quickly and unions talked the non-interesting. But they aren?t quite what I?m looking for. Maybe I should write one myself for training and guided reading.

6 children hurt when gas can explodes in Texas

McKINNEY, Texas (AP) ? A fire official says that four of six children injured in an explosion after gas was poured onto an open fire pit in Texas suffered critical burns.

McKinney Fire Department spokeswoman Stacie Durham says the four youngsters were taken by helicopter to a Dallas hospital after the Monday afternoon explosion in McKinney, about 30 miles north of Dallas.

Durham says at least one of the children sprinkled gasoline from a can onto the fire and left the can near the pit. She says fumes from the can ignited and all six children who were near the can were hit by the explosion's flames.

The children, ages 4 to 11, are related and some are siblings, Durham said. A fifth child also taken to the Dallas hospital was in serious condition, and a sixth was taken to a McKinney hospital with minor burns, she said.

The children were believed to have been left unsupervised in the backyard, where a fire was burning. Adults were inside the home at the time of the explosion.

A child who is believed not to have been injured ran into the home and told the adults there was an explosion and the children were on fire, Durham said. A neighbor called 911.

Bolivia's Morales visits Cuba after Chavez surgery

HAVANA (AP) ? Bolivian President Evo Morales has made a lightning trip to Havana where key ally Hugo Chavez is convalescing after cancer surgery.

Morales did not speak to foreign journalists during his weekend visit. Cuban state-run media didn't confirm that he visited Chavez, but said he came "to express his support" for the Venezuelan president. The Cuban government had invited media to cover Morales' arrival Saturday and departure Sunday but withdrew the invitation with no explanation.

Photos released by Cuban media showed President Raul Castro greeting Morales at the airport in Havana.

Morales aides said Monday he planned to make a statement later about Chavez.

Chavez underwent on Dec. 11 his fourth cancer-related operation since last year, two months after winning reelection to a six-year term. Venezuelan officials say his condition is stable.

E-Commerce in Vietnam: Goodbye Barriers [Part 2] - Tech in Asia

Last week, I thrashed Vietnam?s e-commerce market and outlined the many barriers it faces. But Vietnam?s a market full of gossip and rumors so it?s always valuable to get another perspective. Luckily Hung Huynh (pictured) from IDG Ventures Vietnam was willing to sit down with me and give me an inside look.

Hung?s the ideal guy to talk to about e-commerce. He worked at chief level positions at Mua Ban (the number one classified ads site in Vietnam, invested by IDG Ventures Vietnam), Vinabook (the largest B2C ecommerce site that sells books, CDs, DVDs and magazines, also invested by IDG Ventures Vietnam), Hotdeal.vn, and was also the CEO of the Nha Sach Phuong Nam?s (the online bookstore of second largest bookstore chain in Vietnam) online branch. To say the least, Hung has paid his e-commerce dues. He was just recently hired as an associate with IDG Ventures Vietnam for his practical perspective on e-commerce because of his background in bringing e-commerce sites to market.

Group Buying And Its Unexpected Contribution to Vietnam Online

Last week I outlined three barriers that e-commerce companies face in Vietnam: a cash economy, a non-buying online generation, and skepticism of digital content. Hung puts these barriers into perspective.

Group buying sites made the logistical demands of cash on demand easy and got early adopters to trust their content. Thus, a cash economy (and subsequent dependency on cash on demand models) and skepticism of digital content were largely tackled by the group buying craze. The craze was so fast that group buying companies couldn?t spend enough time on customer service and could only focus on delivering the products. If you look at the numbers, group buying grew 700?800 percent annually versus the ordinary e-commerce sites that only grew 200?300 percent. Although they educated the consumer market on e-commerce by going so big, the craze will die in one or two years, and ordinary e-commerce will continue its steady growth. What group buying has done for these big companies is taught them how to handle the logistical demands of a larger-than-expected market.

Vietnamese E-Commerce Is Impatient

Of the three points that I outlined in my previous article, Hung and I have the same thoughts on the young population. Hung and I agree that it?s a big barrier to progress that Vietnam?s youth are not buying online.

About 10 percent of the online population are potential buyers. That means three million people. Therefore, most e-commerce websites have gone very general (offering a large array of products from fashion to electronics to toys), they think ?There is no such company as Amazon here, so I want to be that!? What these companies don?t realize is that Amazon started in a very specific market and then extpanded after gaining a strong foothold. In addition, investors also force their hand to offer everything. This certainly defies economies of scale, where they can focus on good pricing, improving their profit margins and develop purchasing power. But their thinking is they want to invest in user acquisition because users are a long-term investment.

This makes a lot of sense given the fast pace of change that the Vietnamese technology scene goes through year by year. If group buying is already quickly being phased out, it makes sense that the major players would want to secure a base of customers to push them into the next trend. This is precisely what Mua Chung is doing with Solo.vn and what Nhom Mua is doing with Zap.

In a sense, Vietnamese technology companies have been forced to go lean because the market here is so young and so dynamic.

Next Year?s Big Fight: Vertical E-Commerce

Despite the trend towards general e-commerce websites, some companies are wising up. Liu Lo, Lam Dieu, 123.vn, and Project Lana?s two new websites: Lamdieu.com and beyeu.com are all competing in a relatively niche market of female fashion and children?s retail.

What we will also start to see is these big e-commerce players focusing less on marketing and more on logistics. They will be investing mainly in distribution networks and warehouses. And the reason why these new players are focusing so much on fashion is because this market is huge and customers in this market are very loyal to brands. In fact, 80 percent of profits come from loyal customers compared to the 20 percent from one-time customers. For example, if I like Nino Maxx, I know how these clothes fit me and I trust their sizes, so it makes sense for me to buy these clothes from a brand that I trust. It?s an added convenience.

Are the ?Offliners? Feeling It?

Here?s a question that I?ve been wondering about: Is the revenue that e-commerce is currently reaping a market that was until now untapped? Or is the online market actually laying siege to the offline market? Are new customers being created/found by e-commerce or are they taking customers from other businesses? Because if it is, we?re looking at some awesome disruption that will paint a completely new economic landscape in a few years. With Vietnam currently in the throes of an economic downturn that some predict may hit worst next year, it?s not unlikely that many sluggish or slow-to-adapt companies will go out of business and allow company to swoop in.

Fahasa, Vietnam?s leading bookstore, is already feeling the burn. Their biggest problem is their burgeoning cost structure. With a chain that spans the entire country, their expenses include real estate, staff, inventory, and general maintenance of thousands of stores. They?re still growing, but their growth rate has been decreasing even before the entrance of companies like Tiki.vn, Vinabook, and Nha Sach Phuong Nam. Annually, Fahasa has been growing at roughly 10 percent. Compare this to the growth rate of online bookstores at 200?300 percent. In fact, Fahasa, just last year, attempted to build an online bookstore website but shut it down because their managerial energies were too devoted to its logistical network to take care of a big project like e-commerce.

All in all, I?d say next year will be a pretty exciting time to watch e-commerce grow in Vietnam.

EPA report on chemicals, kids is sidetracked

A landmark Environmental Protection Agency report concluding that children exposed to toxic substances can develop learning disabilities, asthma and other health problems has been sidetracked indefinitely amid fierce opposition from the chemical industry.

America?s Children and the Environment, Third Edition, is a sobering analysis of the way in which pollutants build up in children?s developing bodies and the damage they can inflict.??

The report is unpublished, but was posted on EPA?s website in draft form in March 2011, marked ?Do not Quote or Cite.??The report, which is fiercely contested by the chemical industry, was referred to the White House Office of Management and Budget (OMB), where it still languishes.


For the first time since the ACE series began in 2000, the draft cites extensive research linking common chemical pollutants to brain damage and nervous system disorders in fetuses and children.

It also raises troubling questions about the degree to which children are exposed to hazardous chemicals in air, drinking water and food, as well exposures in their indoor environments ? including schools and day-care centers ? and through contaminated lands. ?

In the making since 2008, the ACE report is based on peer-reviewed research and databases from federal agencies, including the Food and Drug Administration, Housing and Urban Development and the Centers for Disease Control and Prevention.

Public health officials view it as a source of one-stop shopping for the best information on what children and women of childbearing age are exposed to, how much of it remains in their bodies and what the health effects might be. Among the ?health outcomes? listed as related to environmental exposures are childhood cancer, obesity, neurological disorders, respiratory problems and low birth weight. ?

The report cites hundreds of studies -- both human, epidemiological studies that show a correlation between exposure to certain chemical pollutants and negative health outcomes, and animal studies that demonstrate cause and effect. ?In some cases, the authors note, certain chemicals have been detected in children, but not enough is known about their effects to draw conclusions about safety.

In a section on perfluorochemicals (PFCs), for example, which are used to make nonstick coatings, and protect textiles and carpets from water, grease and soil, among other things, the draft notes that they are found in human breast milk.?

The report said that ?a growing number of human health studies? have found an association between prenatal exposure to PFCs and low birth weight, decreased head circumference and low birth length. It also stated that based on ?emerging evidence suggests that exposure to some PFCs can have negative impacts on human thyroid function.?

Furthermore, it noted that animal studies produced similar results, although exposures were typically at higher levels than people are exposed to.?

The EPA?s website still notes that the report will be published by the end of 2011. ?But after a public comment period that was marked by unusually harsh criticism from industry, additional peer review and input from other agencies, the report landed at OMB last March, where it has remained. No federal rule requires the OMB to review such a report before publication, but EPA spokeswoman Julia Valentine said the agency referred it to the OMB because its impact cuts across several federal agencies.

The spokeswoman said EPA had no idea when OMB would release it, allowing publication.?

A spokeswoman for the White House Office of Management and Budget said she would not discuss the review process or give an estimated release date. ??

Some present and former EPA staffers, who asked not to be named for fear of losing their jobs, blamed the sidetracking of the report on heightened political pressure during the campaign season.? The OMB has been slow to approve environmental regulations and other EPA reports throughout the Obama Administration ? as it was under George W. Bush according to reports by the Center for Progressive Reform, a nonprofit consortium of scholars, doing research on health, safety and environmental issues, which generally advocate for stronger regulation and better enforcement of existing law.

?Why is it taking so long? One must ask the question,? said a former EPA researcher who works on children?s health issues. ?It is an important document and it strikes me that it?s falling victim to politics.???

The EPA states that the report is intended, in part, to help policymakers identify and evaluate ways to minimize environmental impacts on children.

That?s an unwelcome prospect to the $674 billion chemical?industry, which stands to lose business and face greater legal liability if the EPA or Congress bans certain substances mentioned in the report or sets standards reducing the levels of exposure that is considered safe.

Among other findings, the report links numerous substances to ADHD, including certain widely available pesticides; polychlorinated biphenyls? (PCBS), which were banned in 1979 but are still present in products made before then and in the environment; certain polybrominated diphenyl ethers (PBDEs), used as flame retardants; and methyl mercury, a toxic metal that accumulates in larger fish, such as tuna.? The draft also cites children?s exposure to lead, particularly from aging lead water pipes, as a continuing problem (See previous coverage, Toxic Taps.)?

Among the other widespread contaminants linked to learning disabilities is perchlorate, a component of rocket fuel , fireworks and other industrial products, which has polluted water around the country.? The Department of Defense, which wants to avoid paying to clean it up, is alarmed by research showing that the chemical interferes with thyroid function and otherwise damages the nervous system, according to R. Thomas Zoeller, a biology professor at the University of Massachusetts Amherst, and an expert on perchlorate.

Zoeller, who has served on EPA advisory panels studying the issue, said the Pentagon?s concern was evidenced by the Air Force?s hiring of two consultants ? Richard Mavis and John DeSesso --? to help shape its response to the research. ?He noted that in 2009, after their consulting contract had ended, Mavis and DeSesso wrote a letter to the editor of Environmental Health Perspectives, a publication of the National Institute of Environmental Health Sciences, attacking an EPA scientist?s study showing that perchlorate may damage the brain. ??I don?t like my tax dollars going for one federal agency to refute the work done by scientists at EPA,? ?he said. The Defense Department and the Air Force declined to comment on the publication, but spokeswoman? Melinda Morgan wrote that, ?The DoD is aware that there are many differing opinions on the science related to perchlorate health effects,? and believes the current level permitted by EPA is safe.

One of the new sections of the report notes that children may be widely exposed to pollutants in schools and day-care centers. Among them are pesticides; lead; PCBs; asbestos, a mineral fiber long used as insulation and fire-proofing;? phthalates, chemicals that are used to soften vinyl and as solvents and fixers, and are found in numerous consumer goods, among them: toys, perfumes, medical devices, shower curtains and detergents; and perfluorinated chemicals, which are used in non-stick and stain-proof products. ?The study notes that these substances are (variously) associated with asthma, cancer, reproductive toxicity and hormone disruption.?

The American Chemistry Council (ACC) , the chief industry trade group, has accused EPA of lacking objectivity and vilifying its products. It has filed dozens of pages of comments accusing the EPA of ignoring certain studies ? including some funded by ACC itself ? that would help businesses make the case that their products are safe. The ACC also contends that EPA has not included enough positive comments about the role of chemicals in society. ??

?ACC members apply the science of chemistry to make innovative products and services that make people?s lives better, healthier and safer,? wrote ACC senior toxicologist Richard A. Becker. ? ?The exclusive focus on exposure is particularly problematic as it may lead to the incorrect conclusion that exposure to chemicals (e.g. phthalates) at any level is not only cause for concern, but also a direct source of negative health effects.?

Becker also expressed the ACC?s contention that EPA was painting too bleak a picture of children?s health in America.??

?It is troubling that the draft ACE report seems to make such little effort to provide a complete overall picture of child health in the United States,? Becker wrote. ?For example, the draft report does not refer to The Health and Well-Being of Children: A Portrait of States and the Nation ? which concludes the health and well-being of children in the U.S. is improving overall with 84.4% of children in the United States listed as being in excellent or very good health, an increase from 83% in 2003.? Other ACC members, representing manufacturers of BPA, phthalates and other substances, also weighed in against the report.

Nsedu Witherspoon, executive director of the Children?s Environmental Health Network and a member of the EPA Children?s Health Protection Advisory Committee, which oversaw the report, called it a major accomplishment, reflecting the explosion of science since the first ACE was published. She also praised EPA chief Lisa Jackson for standing behind it.

Industry critics, Witherspoon said, ?in many cases are the same ones out there trying to debunk the original research,? that the study cites. ?

Rena Steinzor, a professor at the University of Maryland School of Law, and president of the Center for Progressive Reform, said the ACE report need not have gone to OMB for review in the first place. Steinzor notes that Executive Order 12866 states that proposed significant regulations ? generally defined as those that could cost more than $100 million ? need be reviewed by OMB, but studies do not. ?

The Executive Order gives OMB up to 60 days to review such proposals ? although it allows for extensions. In practice, OMB has missed numerous such deadlines.?But the ACE report, which is not a proposed regulation, falls into a gray area.

?If it?s not a rule, I don?t know what it?s doing there,? Steinzor said. ?And even if it were a rule, there would be a deadline and they?d be violating it.?

In an email statement to the Investigative Reporting Workshop, EPA spokeswoman Julia Valentine said, ?The report was provided to OMB so that they could conduct an interagency review process to ensure accuracy and consistency.?

She noted that because the report addresses children's health, it includes issues that are the focus of many departments and agencies within the Department of Health and Human Services -- including the Centers for Disease Control, the Food and Drug Administration, the National Institute of Environmental Health Sciences and the National Cancer Institute. ??

Steinzor, whose organization has studied OMB under numerous presidents, doesn?t buy it.?

The report should be released now, she said, ? because to protect children adequately we need all the information we can get? I guess I understand why there was great anxiety and paranoia before the election ? (but) why would you not do it now? It?s sad that things have gotten so polarized that we?re afraid to release scientific information.?
